台北市議員王鴻薇表示，市長柯文哲上任至今2年多，悠遊卡的市占率從70%下降至67%，面對一卡通、iCash等電子票證積極和各大通路、商家合作，悠遊卡無法繼續保持市場上的優勢地位。王鴻薇表示，上會期質詢時曾要求悠遊卡公司提出方案，沒想到悠遊卡公司毫無作為，再次要求董事長林向愷應下臺負責。

王鴻薇表示，北捷、市內公車已開放多卡通，現在持一卡通、HappyCash、Icash都能搭乘，悠遊卡面臨前所未有的挑戰；而目前悠遊卡最大的敵人可說是來自高雄的「一卡通」，使用一卡通搭乘北捷的人次在去年7月首度突破百萬人，去年12月則突破200萬人，不到半年的時間就讓乘客翻倍。

王鴻薇痛批，早在半年前她就向林向愷提出質疑，悠遊卡在高雄仍有諸多限制，例如悠遊卡搭捷運轉乘公車沒有優惠、無法憑悠遊卡使用高雄市的CityBike等等，悠遊卡公司卻進度牛步，無法有效跟高雄市談判，至今全無改善，「難道台北市民是二等公民嗎？」反觀一卡通，在台北市內暢行無阻，享有各種優惠，分食大餅毫不費力。

王鴻薇要求，柯文哲應當機立斷，撤換不適任的林向愷，提升悠遊卡的競爭力，莫讓市民權益受損。

對此，悠遊卡公司回應，根據數據悠遊卡2年下滑約3％，情形其實不太嚴重，由於開放多卡通後無法與過去悠遊卡一卡獨大的時代相比，市場被分食屬正常現象，且目前市場仍以悠遊卡為大宗，證明使用者仍對悠遊卡情有獨鍾。至於悠遊卡在高雄發展處處碰壁，悠遊卡公司強調已非常努力，但發球權在高雄市政府手上。
